Subject: [PATCH] ci: add GitHub Actions QA workflow

Set up automated quality assurance checks:
- Lint: runs ESLint
- Build: runs TypeScript + Vite build
- Test: runs Vitest in CI mode

All jobs run in parallel on push/PR to main/master.
