merge monitoring with kickoff tasks (#3953)

* move indexing

* all monitor work moved

* reacquire lock more

* remove monitor task completely

* fix import

* fix pruning finalization

* no multiplier on system/cloud tasks

* monitor queues every 30 seconds in the cloud
