multi: remove the need for NewRoutingGraph ...

The `graphsession.NewRoutingGraph` method was used to create a
RoutingGraph instance with no consistent read transaction across calls.
But now that the ChannelGraph directly implements this, we can remove
The NewRoutingGraph method.
