Naiyuan Qing	33768a2d3a	fix(runtimes): accept wsId as parameter instead of requiring WorkspaceIdProvider ... useMyRuntimesNeedUpdate and useUpdatableRuntimeIds now take wsId as an argument so they work safely outside WorkspaceIdProvider (e.g. in sidebar).
