Jiayuan Zhang 43d7727424 feat(agents): make runtime selector editable in agent settings ...

Replace the read-only runtime display with an interactive Popover
dropdown selector, allowing users to switch an agent's runtime from
the settings tab. Shows online/offline status and warns when selecting
an offline runtime.
