J e1708f5516 fix(issues): resolve CI + review nits for child_done_notify (MUL-3924) ...

- add child_done_notify to Issue test fixtures that landed on main after
  branching (cache-coordinator, surface/membership, issue-surface) + the
  mobile EMPTY_ISSUE_FALLBACK, so the merged tree typechecks
- nit: reword the toggle tooltip (en/zh-Hans/ja/ko) — the wake fires once
  per stage when staged, not only when every sub-issue is done
- nit: handle child_done_notify in the batch UpdateIssues path (hasMutation
  + write) so single and batch updates stay type-consistent; add test
