Conflict resolution:
- task.go: keep both new imports (featureflags from main, issueidentifier from branch)
- SKILL.md: keep Team-key identifier wording and main's reference-only PR link rule
- autopilot.go: keep branch refactor (enqueue moved into IssueService.Create), adopt
  main's canCreatorInvokeAgent (MUL-3963) at the relocated pre-Create gate, drop the
  superseded canCreatorAccessPrivateLeader and unused getIssuePrefix
