wallet, mempool: propagete checkChainLimits error message to wallet

Browse Source 
Update CheckPackageLimits to use util::Result to pass the error message
instead of out parameter.

Also update test to reflect the error message from `CTxMempool`
`CheckPackageLimits` output.
