[rpc/node] check for high fee before ATMP in clients

Check absurd fee in BroadcastTransaction and RPC,
return TransactionError::MAX_FEE_EXCEEDED instead
of TxValidationResult::TX_NOT_STANDARD because this
is client preference, not a node-wide policy.
