Require no cs_main lock for ProcessNewBlock/ActivateBestChain

Browse Source 
This requires the removal of some very liberal (incorrect) cs_mains
sprinkled in some tests. It adds some chainActive.Tip() races, but
the tests are all single-threaded anyway.
