build: Probe MSG_DONTWAIT in the same way as MSG_NOSIGNAL

Instead of the WIN32-specific workaround, detect lack of `MSG_DONTWAIT`
in the build system. This allows other platforms without `MSG_DONTWAIT`
to work too.
