Pull request description:

  Add fuzzing harness for Golomb-Rice coding (`GolombRiceEncode`/`GolombRiceDecode`).

  Test this PR using:

  ```
  $ make distclean
  $ ./autogen.sh
  $ CC=clang CXX=clang++ ./configure --enable-fuzz \
        --with-sanitizers=address,fuzzer,undefined
  $ make
  $ src/test/fuzz/golomb_rice
  …
  ```
