d5adb9d09b doc: fix doxygen links to threads in developer-notes.md (Matthew Zipkin)

The "threads" section of `developer-notes.md` has links to anchor tags in the code generated by doxygen. As far as I can tell this was introduced in #18645 and changes to this section of this document have continued the pattern. The problem is, the content at `https://doxygen.bitcoincore.org` gets re-rendered daily and those anchor tags are generated internally by doxygen, so they are all broken now.
This PR adds doxygen syntax `\anchor XXXX` comments in the code where functions that run in these threads are defined, and then those stable, human-readable anchor tags are applied to the links in the doc.
I have generated the doxygen output from this branch, hosted it on my own web server, and created a modified `developer-notes.md` with these anchor tags and my server as host for demonstration:

Just note when looking at this:
- `main` is at the bottom of the html page so it might not look right at first
- `initload` is a lambda inside `AppInitMain` so thats where doxygen renders the anchor

This is a minimal behavior change and changes log output from:
[net:error] Something bad happened
[net:warning] Something problematic happened
to either
[error] Something bad happened
[warning] Something problematic happened
or, when -loglevelalways=1 is enabled:
[all:error] Something bad happened
[all:warning] Something problematic happened
Such a behavior change is desired, because all warning and error logs
are written in the same style in the source code and they are logged in
the same format for log consumers.

It was only necessary for switching between mapping protocols. It's also used to return
in ThreadMapPort but we can just use the interrupt for this purpose.
Since there is now only two options in the MapPortProtoFlag enum, the
four possible combinations of current and enabled are already covered in
the four `if` branches.
Keep the "-upnp" option as a hidden arg for one major version in order
to show a more user friendly error to people who had this option set in
their config file.

The return value of 2 now indicates:
"A valid connected IGD has been found but its IP address is reserved (non routable)"
We continue to ignore any return value other than 1.
After initially being merged in #20487, it's no-longer clear that an
internal syscall sandboxing mechanism is something that Bitcoin Core
should have/maintain, especially when compared to better
maintained/supported alterantives, i.e firejail.
Note that given where it's used, the sandbox also gets dragged into the
kernel.
There is some related discussion in #24771.
This should not require any sort of deprecation, as this was only ever
an opt-in, experimental feature.

Continuation of #26078.
To improve readability instead of returning a bool and passing stuff by reference, this PR changes:
- `LookupHost` to return `std::vector<CNetAddr>`
- `LookupHost` to return `std::optional<CNetAddr>`
- `Lookup` to return `std::vector<CService>`
- `Lookup` to return `std::optional<CService>`.
- `LookupIntern` to return `std::vector<CNetAddr>`
As discussed in #26078, it would be better to avoid using `optional` in some cases, but for specific `Lookup` and `LookupHost` functions it's necessary to use `optional` to verify if they were able to catch some data from their overloaded function.

Before this PR we had the somewhat confusing combination of methods:
`CNetAddr::ToStringIP()`
`CNetAddr::ToString()` (duplicate of the above)
`CService::ToStringIPPort()`
`CService::ToString()` (duplicate of the above, overrides a non-virtual method from `CNetAddr`)
`CService::ToStringPort()`
Avoid [overriding non-virtual methods](https://github.com/bitcoin/bitcoin/pull/25349/#issuecomment-1185226396).
"IP" stands for "Internet Protocol" and while sometimes "IP addresses" are called just "IPs", it is incorrect to call Tor or I2P addresses "IPs". Thus use "Addr" instead of "IP".
Change the above to:
`CNetAddr::ToStringAddr()`
`CService::ToStringAddrPort()`
The changes touch a lot of files, but are mostly mechanical.

Both methods do the same thing, so simplify to having just one.
`ToString()` is too generic in this case and it is unclear what it does,
given that there are similar methods:
`ToStringAddr()` (inherited from `CNetAddr`),
`ToStringPort()` and
`ToStringAddrPort()`.
Both methods do the same thing, so simplify to having just one.
Further, `CService` inherits `CNetAddr` and `CService::ToString()`
overrides `CNetAddr::ToString()` but the latter is not virtual which
may be confusing. Avoid such a confusion by not having non-virtual
methods with the same names in inheritance.
