fa8acd57cd test: Write true/false values in config.ini
Omitting values is brittle, because a name mismatch can not be
distinguished from a falsy (omitted) value.

aa01721c89 test: add interface_gui.py to test bitcoin-gui startup via RPC (Ryan Ofsky)

Pull request description:

  Adds a functional test that starts bitcoin-qt using QT_QPA_PLATFORM=minimal for headless operation, then verifies it responds to a stop RPC call. This detects startup crashes in the GUI that have no CI coverage today like https://github.com/bitcoin-core/gui/issues/940

  The new test is currently skipped on macos and windows due to different problems on those platforms that may be resolved with future PRs. Fixing the windows issue should also allow the `tool_bitcoin.py` test to be enabled on windows, and fixing the macos issue should allow Qt addressbook and wallet tests to be enabled on macos.

af50ba8500 test: add shared SipHash vectors
Lock SipHash-2-4 behavior into shared vectors before refactoring its round and finalization code.
Store inputs as ordered hex byte blocks so `CSipHasher` and the independent Python implementation hash the same byte sequence, with applicable `PresaltedSipHasher` overloads checked against the same vectors.
Add the 64 official SipHash-2-4 vectors alongside block-partition and empty-block cases for the generic path.
Move randomized generic/fixed comparisons to the integer fuzzer.

SipHash-1-3-UJ coverage can add expected outputs for compatible 8- and 32-byte block sequences.
The Python test reads a build-tree copy so functional-test staging behaves consistently when files are symlinked or copied.

aa01721c89 test: add interface_gui.py to test bitcoin-gui startup via RPC
Adds a functional test that starts bitcoin-gui (via the bitcoin wrapper
with "gui" subcommand) using QT_QPA_PLATFORM=minimal for headless
operation, then verifies it responds to a stop RPC call. This catches
startup regressions in the GUI that have no CI coverage today.

Extends the test framework to support use_gui=True in TestNode, which
invokes "bitcoin gui" instead of "bitcoin node" and automatically sets
QT_QPA_PLATFORM=minimal. Adds BUILD_GUI to test/config.ini.in and
is_gui_compiled()/skip_if_no_gui() helpers to BitcoinTestFramework.

Pull request description:

  This is the final in a series of PRs that implement the necessary changes for embedding of asmap data into the binary. This last part add the initial asmap data, implements the build changes and adds further documentation.

  Currently an asmap file needs to be acquired by there user from some location or the user needs to generate one themselves. Then they need to move the file to the right place in datadir or pass the path to the file as `-asmap=PATH` in order to use the asmap feature. The change here allows for builds to embed asmap data into the bitcoind binary which makes it possible to use the feature without handling of the asmap file by the user. If the user starts bitcoind with `-asmap` the embedded data will be used for bucketing of nodes.

  The data lives in the repository at `src/node/data/ip_asn.dat` and can be replaced with a new version at any time. The idea is that the data should be updated with every release. By default the data at that location is embedded into the binary but there is also a build option to prevent this (`-DWITH_EMBEDDED_ASMAP=OFF`). In this case the original behavior of the `-asmap` option is maintained.

Pull request description:

  While reviewing https://github.com/bitcoin/bitcoin/pull/32697, I noticed that symlink creation fails when the target subdirectory does not exist. In such cases, `file(CREATE_LINK ... COPY_ON_ERROR SYMBOLIC)` falls back to copying, which implicitly creates the required path. As a result, a single file is copied instead of symlinked for subdirectories in `test/functional`.

  This PR ensures that necessary subdirectories are created in advance, so that subsequent symlink creation does not fail due to missing paths.

36b6f36ac4 build: require sqlite when building the wallet
Require that sqlite is available in order to compile the wallet. Removes
instances of USE_SQLITE since it is no longer possible to not have
sqlite available.

The NO_SQLITE option is dropped from depends.

1f054eca4e cmake: add USE_SOURCE_PERMISSIONS to all configure_file usage
`USE_SOURCE_PERMISSIONS` is the default, so this should not change
behaviour. However, being explicit makes it clear what we are doing.

Related to #30815.
