fac27d702f test: Fix feature_dbcrash.py --usecli intermittent error
Catch any Exception in verify_utxo_hash and let restart_node verify the
crash via wait_for_node_exit.

(Also, use named args in restart_node, while touching this test)

Catching any Exception covers possible subprocess.CalledProcessError
that may happen in a --usecli run. E.g.

  TestFramework (INFO): Verifying utxo hash matches for all nodes
  TestFramework.bitcoincli (DEBUG): Running bitcoin-cli ['-datadir=/tmp/bitcoin_func_test_gzufs0ht/node0', '-rpcclienttimeout=240', '-rpcconnect=127.0.0.1', '-rpcport=20963', 'gettxoutsetinfo']

fa09de8b68 test: [refactor] Simplify submit_block_catch_error
Make it catch any Exception and let the caller verify it.

This refactor does not change any behavior, but the code is simpler,
more flexible and still correct, because wait_for_node_exit enforces the
crash to happen.

fadb77169b test: Scale feature_dbcrash.py timeout with factor
This allows to run the test under valgrind:

./bld-cmake/test/functional/feature_dbcrash.py --timeout-factor=10 --valgrind

For testing, the same test can be run multiple times in parallel:

./bld-cmake/test/functional/test_runner.py -j 10 $( printf 'feature_dbcrash.py %.0s' {1..10} )  --timeout-factor=10 --valgrind

(Running the test under valgrind may take several hours!)

I found that before this commit, 9 out of the 10 runs failed via:

17cf9ff7ef Use cluster size limit for -maxmempool bound, and allow -maxmempool=0 in general
Previously we would sanity check the -maxmempool configuration based on a
multiple of the descendant size limit, but with cluster mempool the maximum
evicted size is now the cluster size limit, so use that instead.

Also allow -maxmempool=0 in general (and not just if
-limitdescendantsize/-limitclustersize is set to 0).

7bb83f6718 test: create assert_not_equal util and add to where imports are needed (kevkevin)

Pull request description:

  In the functional tests there are lots of cases where we assert != which we now swap with assert_not_equal to be more readable

  This is motivated/uses logic from this PR which was closed https://github.com/bitcoin/bitcoin/pull/28528
  This partially helps https://github.com/bitcoin/bitcoin/issues/23119

  I've broken it up to just `assert_not_equal` to keep the PR smaller as suggested in https://github.com/bitcoin/bitcoin/pull/28528#issuecomment-1959945805

  I can create follow up PR's if this is wanted

7bb83f6718 test: create assert_not_equal util and add to where imports are needed
In the functional tests there are lots of cases where we assert != which
this new util will replace, we also are adding the imports and the new assertion

d065208f0f test: get rid of redundant TODO tag
The 'FEE' parameter in test/functional/feature_dbcrash.py::
generate_small_transaction() is not a fee rate, but an
absolute fee. Hence, it doesn't make sense to replace it
with node relay based fee calculation. Get rid of the TODO
comment suggesting otherwise.

fae66fceb3 test: Remove python3.5 workaround in authproxy
Also, move the burden of checking for a timeout to the client and
disable the timeout on the server. This should avoid intermittent issues
in slow tests (for example mining_getblocktemplate_longpoll.py, or
feature_dbcrash.py), or possibly when the server is running slow (for
example in valgrind).  There shouldn't be any downside in tests caused
by a high rpcservertimeout.

1770be72d5 test: pass dustrelayfee=0 option for tests using dust (instead of acceptnonstdtxn=1)
By specifying the `dustrelayfee=0` option instead of the more
generic `acceptnonstdtxn=1`, we can be more specific about what
part of the transaction is non-standard and can be sure that all
other aspects follow the standard policy.

c1585bca8d test: Get rid of default wallet hacks
- Get rid of hardcoded wallet "" names and -wallet="" args
- Get rid of setup_nodes (-wallet, -nowallet, -disablewallet) argument rewriting

Motivation:

- Simplify test framework behavior so it's easier to write new tests without
  having arguments mangled by the framework
- Make tests more readable, replacing unexplained "" string literals with
  default_wallet_name references
- Make it trivial to update default wallet name and wallet data filename for
  sqlite #19077 testing
- Stop relying on -wallet arguments to create wallets, so it is easy to change
  -wallet option in the future to only load existing wallets not create new
  ones (to avoid accidental wallet creation, and encourage use of wallet
  encryption and descriptor features)

dac7a111bd refactor: test: use _ variable for unused loop counters
substitutes "for x in range(N):" by "for _ in range(N):"
indicates to the reader that a block is just repeated N times, and
that the loop counter is not used in the body

62d3f5057f qa: fix deprecated log.warn in feature_dbcrash test
This clears up the following deprecation message when running the test:
```
test/functional/feature_dbcrash.py:270: DeprecationWarning: The 'warn' method is deprecated, use 'warning' instead
  self.log.warn("Node %d never crashed during utxo flush!", i)
```

Git grepping indicates that this was the last remaining use of `log.warn` in the functional tests.

3fd7e76f6d [tests] Move deterministic address import to setup_nodes
This requires a small changes to a few tests, but means that
deterministic addresses will always be imported (unless setup_nodes
behaviour is explicitly overridden).
