Pull request description:

  The first commit renames `getCoinbaseTx()` to `getCoinbaseRawTx()` to reflect that it returns a serialised transaction. This does not impact IPC clients, because they do not use the function name.

  The second commit then introduces a replacement `getCoinbase()` that provides a struct with everything clients need to construct a coinbase. This avoids clients having to parse and manipulate our dummy transaction.

  Deprecate but don't remove `getCoinbaseRawTx()`, `getCoinbaseCommitment()` and `getWitnessCommitmentIndex()`.

  After this change we can drop these deprecated methods, which in turn would allow us to clear the dummy transaction from the `getBlock()` result. But that is left for a followup to keep this PR focussed. See https://github.com/Sjors/bitcoin/pull/106 for an approach.

  Expand the `interface_ipc.py` functional test to document its usage.

  To improve privacy, broadcast locally submitted transactions (from the `sendrawtransaction` RPC) to the P2P network only via Tor or I2P short-lived connections, or to IPv4/IPv6 peers but through the Tor network.

  * Introduce a new connection type for private broadcast of transactions with the following properties:
    * started whenever there are local transactions to be sent
    * opened to Tor or I2P peers or IPv4/IPv6 via the Tor proxy
    * opened regardless of max connections limits
    * after handshake is completed one local transaction is pushed to the peer, `PING` is sent and after receiving `PONG` the connection is closed
    * ignore all incoming messages after handshake is completed (except `PONG`)

  * Broadcast transactions submitted via `sendrawtransaction` using this new mechanism, to a few peers. Keep doing this until we receive back this transaction from one of our ordinary peers (this takes about 1 second on mainnet).

  * The transaction is stored in peerman and does not enter the mempool.

  * Once we get an `INV` from one of our ordinary peers, then the normal flow executes: we request the transaction with `GETDATA`, receive it with a `TX` message, put it in our mempool and broadcast it to all our existent connections (as if we see it for the first time).

  * After we receive the full transaction as a `TX` message, in reply to our `GETDATA` request, only then consider the transaction has propagated through the network and remove it from the storage in peerman, ending the private broadcast attempts.

  The messages exchange should look like this:

  Whenever a new transaction is received from `sendrawtransaction` RPC, the node will send it to a few (`NUM_PRIVATE_BROADCAST_PER_TX`) recipients right away. If after some time we still have not heard anything about the transaction from the network, then it will be sent to 1 more peer (see `PeerManagerImpl::ReattemptPrivateBroadcast()`).

  A few considerations:
  * The short-lived private broadcast connections are very cheap and fast wrt network traffic. It is expected that some of those peers could blackhole the transaction. Just one honest/proper peer is enough for successful propagation.
  * The peers that receive the transaction could deduce that this is initial transaction broadcast from the transaction originator. This is ok, they can't identify the sender.

48f57bb35b mining: add new getCoinbaseTx() returning a struct
Introduce a new method intended to replace getCoinbaseRawTx(), which
provides a struct with everything clients need to construct a coinbase.
This is safer than providing a raw dummy coinbase that clients then have
to manipulate.

The CoinbaseTx data is populated during the dummy transaction generation
and stored in struct CBlockTemplate.

Expand the interface_ipc.py functional test to document its usage
and ensure equivalence.

a3faa6f944 node: extend node::TxBroadcast with a 3rd option
Extend `node::TxBroadcast` with a 3rd option to not add the
transaction to the mempool and broadcast privately.

This is a non-functional change - `BroadcastTransaction()` will not
do anything if the 3rd options is passed and is not used by any of
its callers.

07a926474b node: change a tx-relay on/off flag to enum
Previously the `bool relay` argument to `BroadcastTransaction()`
designated:

```
relay=true: add to the mempool and broadcast to all peers
relay=false: add to the mempool
```

Change this to an `enum`, so it is more readable and easier to extend
with a 3rd option. Consider these example call sites:

Paint(true);
// Or
Paint(/*is_red=*/true);
```

vs

```cpp
Paint(RED);
```

The idea for putting `TxBroadcastMethod` into `node/types.h` by Ryan.

- This commit renamed coinbase_max_additional_weight to block_reserved_weight.

- Also clarify that the reservation is for block header, transaction count
  and coinbase transaction.

ff41b9e296 Drop script_pub_key arg from createNewBlock
Providing a script for the coinbase transaction is only done in test code
and for CPU solo mining.

Production miners use the getblocktemplate RPC which omits the coinbase
transaction entirely from its block template, leaving it to external (pool)
software to construct it.

A coinbase script can still be passed via BlockCreateOptions instead.

A temporary overload is added so that the test can be modified in the
next commit.

87b1880525 rpc: clarify ALREADY_IN_CHAIN rpc errors
When using `sendrawtransaction` the ALREADY_IN_CHAIN error help string
may be confusing.

Rename TransactionError::ALREADY_IN_CHAIN to
TransactionError::ALREADY_IN_UTXO_SET and update the rpc help string.

Remove backwards compatibility alias as no longer required.

c504b6997b refactor: add coinbase constraints to BlockCreateOptions
When generating a block template through e.g. getblocktemplate RPC,
we reserve 4000 weight units and 400 sigops. Pools use this space
for their coinbase outputs.

At least one pool patched their Bitcoin Core node to adjust
these hardcoded values. They eventually produced an invalid
block which exceeded the sigops limit.

The existince of such patches suggests it may be useful to
make this value configurable. This commit would make such a
change easier.

The main motivation however is that the Stratum v2 spec
requires the pool to communicate the maximum bytes they intend
to add to the coinbase outputs. A proposed change to the spec
would also require them to communicate the maximum number of sigops.

This commit also documents what happens when
-blockmaxweight is lower than the coinbase
reserved value.

6b4c817d4b refactor: pass BlockCreateOptions to createNewBlock
Rather than pass options individually to createNewBlock and then
combining them into BlockAssembler::Options, this commit introduces
BlockCreateOptions and passes that instead.

Currently there's only one option (use_mempool) but the next
commit adds more.

4d05d3f3b4 util: add TransactionError includes and namespace declarations
Add TransactionError to node namespace and include it directly instead of
relying on indirect include through common/messages.h

This is a followup to a previous commit which moved the TransactionError enum.
These changes were done in a separate followup just to keep the previous commit
more minimal and easy to review.

02e62c6c9a common: Add PSBTError enum
Add separate PSBTError enum instead of reusing TransactionError enum for PSBT
operations, and drop unused error codes. The error codes returned by PSBT
operations and transaction broadcast functions mostly do not overlap, so using
an unified enum makes it harder to call any of these functions and know which
errors actually need to be handled.

Define PSBTError in the common library because PSBT functionality is
implemented in the common library and used by both the node (for rawtransaction
RPCs) and the wallet.

0d44c44ae3 util: move error.h TransactionError enum to node/types.h
New node/types.h file is analagous to existing wallet/types.h and is a better
place to define simple node types that are shared externally with wallet and
gui code than the util library.

Motivation for this change is to completely remove util/error.h file currently
holding TransactionError in a followup commit.
