The existing `CONTRIBUTING.md` rule requires tests to be updated in the same commit that changes behavior, but it does not explain how to handle existing behavior without coverage or refactors whose preserved behavior is not covered.
Add a `General Testing` section under the development guidelines explaining when to use automated tests or a manual testing guide and when behavior-preserving work is easy to validate without new tests.
The `Commit Structure for Tests` subsection distinguishes existing coverage, simple uncovered changes, non-trivial changes to uncovered behavior, and non-trivial refactors whose preserved behavior is not covered.
Add `TODO` comments next to characterization assertions that record incorrect or temporary behavior, then remove the comments when the behavior-changing commit updates the assertions.
Replace the blanket `CONTRIBUTING.md` rule with a link to the detailed guidance.

Document project expectations for AI-assisted contributions so contributors
understand when AI use is acceptable and when it creates review or moderation
burden.
Link to the document directly from the new PR and issues helptext.
Explain how to find good first issues to work on.
Also, remove the mention of up-for-grabs for new contributors, because
up-for-grabs is usually stuff that people lost interest in and is often
no longer relevant.

The developer mailing list was migrated to Google Groups in February 2024
as announced in https://groups.google.com/g/bitcoindev/c/aewBuV6k-LI.
The archives maintained by the Linux Foundation stopped updating in December
2024. Thus, we point to the new archive maintained by gnusha.org.
The codebase refers to old discussions linked to the Linux Foundation archives.
Since all links are still active to this date, we keep them as they are.

The section `Committing Patches` contains an example commit subject line
that violates rule seven of the linked guide to writing commit
logs (Chris Beams famous blog post).
We should practice what we preach, especially in examples :)
Use the imperative mood in example commit message subject line.
For a couple of years, Tor documentation has made
the term hidden service obsolete, in favor of onion
service.
