Drop DEPLOYMENT_TAPROOT from consensus.vDeployments.
Bump MinBIP9WarningHeight.
Clarify what is considered a BuriedDeployment and
drop taproot from getdeploymentinfo RPC.
Add a test to getblocktemplate to ensure the taproot
rule is still set.

The term "force" is ambiguous and not used in BIP9 where the ! rule
prefix is introduced.
Additionally, #29039 renamed gbt_vb_name to gbt_force_name which
might increase the confusion.

RegTest chain params can now be initialized by configuring a
RegTestOptions struct, or with ArgsManager. This offers an interface for
creating RegTestChainParams without a gArgs object.
