A missing Init::makeMining implementation was causing internal code using the
mining interface (like the `waitforblockheight` RPC method) to not work when
running inside the `bitcoin-gui` binary. It was working the other bitcoin
binaries ('bitocind`, `bitcoin-qt`, and `bitcoin-node`) because they
implmemented `Init::makeMining` methods in commit
8ecb681678 from #30200, but the `bitcoin-gui`
init class was forgotten in that change.

Add `-ipcbind` option to `bitcoin-node` to listen on an IPC socket and accept
connections from other processes. In the future, there will be an `-ipcconnect`
option added to `bitcoin-wallet` and `bitcoin-node` to allow wallet and gui
processes to connect to the node and access it.
Example usage:

Having InitContext() avoids the need to add duplicate code to src/init/*.cpp
files in the next commit. It also lets these files avoid referencing global
variables like gArgs.
There is no change in behavior in this commit.
This is an extraction of ArgsManager related functions from util/system
into their own common file.
Config file related functions are moved to common/config.cpp.
The background of this commit is an ongoing effort to decouple the
libbitcoinkernel library from the ArgsManager. The ArgsManager belongs
into the common library, since the kernel library should not depend on
it. See doc/design/libraries.md for more information on this rationale.
Name has been confusing since it was introduced, and it was pointed in
recent review club as https://bitcoincore.reviews/10102 that it was
particularly unclear how interfaces::WalletClient was different from
interfaces::Wallet.

Add separate init implementations instead of sharing existing bitcoind
and bitcoin-node ones, so they can start to be differentiated in
upcoming commits with node and wallet code no longer linked into the
bitcoin-gui binary and wallet code no longer linked into the
bitcoin-node binary.
