Few follows-ups from #30221: Use `SetLastBlockProcessedInMem` more in
`AttachChain`, add not null locator check in `WriteBestBlock`. Add log
and few assertions in `wallet_reorgstore` test.
When a block is connected, if the new block had anything relevant to the
wallet, update the best block record on disk. If not, also sync the best
block record to disk every 144 blocks.
Also reuse the new WriteBestBlock method in BackupWallet.
Removes all legacy wallet specific functional tests.
Also removes the --descriptor and --legacy-wallet options as these are
no longer necessary with the legacy wallet removed.
In the functional tests there are lots of cases where we assert != which
this new util will replace, we also are adding the imports and the new assertion
Wait until the node's process has fully stopped before starting a new instance.
Since the same code is used in tool_wallet.py, this consolidates the behavior
into a 'kill_process()' function.
...by adding a missing sync_blocks call.
There was a race at node2 between connecting the block
produced by node 0, and using -generate to create new blocks
itself. In the failed run, the latter happened first,
resulting in a final block height that was smaller by 1 than
expected.
Instead of passing the datadir and chain name to os.path.join, just use
the existing properties, which are the same.

Review note: The changes are complete, because self.options.descriptors
is set to None in parse_args (test_framework.py).
A value of None implies -disablewallet, see the previous commit.
So if a call to add_wallet_options is missing, it will lead to a test
failure when the wallet is compiled in.
The previous diff touched most files in ./test/, so bump the headers to
avoid having to touch them again for a bump later.
