They are not related to the txdb, so a better place for them is the
new kernel and node cache file. Re-use the default amount of kernel
cache for the default node cache.
Carrying non-kernel related fields in the cache sizes for the indexes is
confusing for kernel library users. The cache sizes also are set
currently with magic numbers in bitcoin-chainstate. The comments for the
cache size calculations are also not completely clear.
Solve these things by moving the kernel-specific cache size fields to
their own struct.
This slightly changes the way the cache is allocated if the txindex
and/or blockfilterindex is used. Since they are now given precedence
over the block tree db cache, this results in a bit less cache being
allocated to the block tree db, coinsdb and coins caches. The effect is
negligible though, i.e. cache sizes with default dbcache reported
through the logs are:

bb3b980dfd validation: drop maximum -dbcache (Sjors Provoost)

Due to recent UTXO set growth, the current maximum value for `-dbcache` of 16GB is ~just months away from being~ insufficient (for those who wish to complete IBD with the UTXO set held in RAM).
This drops the limit. It also adds a warning that it's up to users to check that they have enough RAM.

A previous version of this PR increased the maximum to 64GB. It also made startup abort if the value provided is too high, rather than quietly round it down. But this didn't get much support.

The block index (CBlockTreeDB) is required to write and read blocks, so
move it to blockstorage. This allows to drop the txdb.h include from
`node/blockstorage.h`.

This and the following commit seek to decouple the libbitcoinkernel
library from the shutdown code. As a library, it should it should have
its own flexible interrupt infrastructure without relying on node-wide
globals.
The commit takes the first step towards this goal by de-globalising
`ShutdownRequested` calls in kernel code.

The fs.* files are already part of the libbitcoin_util library. With the
introduction of the fs_helpers.* it makes sense to move fs.* into the
util/ directory as well.
Use DBParams struct to remove ArgsManager uses from txdb.
To reduce size of this commit, this moves references to gArgs variable out of
txdb.cpp to calling code in chainstate.cpp. But these moves are temporary. The
gArgs references in chainstate.cpp are moved out to calling code in init.cpp in
later commits.
This commit does not change behavior.

In certain circumstances, we may want to flush to disk without

activation is one such case.

We'll need this to dynamically update the cache size of the existing
CCoinsViewDB instance when we create a new one during snapshot activation.
This requires us to keep the CDBWrapper instance as a pointer instead of
a reference so that we're able to destruct it and create a new instance
when the cache size changes.
Also renames `db` to `m_db` since we're already modifying each usage.

This separates out some logic for detecting how full the coins cache is from
FlushStateToDisk. We'll want to reuse this logic when deciding when to flush
the coins cache during UTXO snapshot activation.
This change encapsulates UTXO set data within CChainState instances, removing
global data `pcoinsTip` and `pcoinsviewdb`. This is necessary if we want to
maintain multiple chainstates with their own rendering of the UTXO set.
We introduce a class CoinsViews which consolidates the construction of a
CCoins* hierarchy. Construction of its various pieces (db, coinscatcher,
in-memory cache) is split up so that we avoid flushing bad state to disk if
startup is interrupted.
We also introduce `CChainState::CanFlushToDisk()` which tells us when it is
safe to flush the chainstate based on this partial construction.
This commit could be broken into smaller pieces, but it would require more
ephemeral diffs to, e.g., temporarily change CCoinsViewDB's constructor
invocations.
Other changes:
- A parameter has been added to the CCoinsViewDB constructor that allows the
name of the corresponding leveldb directory to be specified.

This adds a `READWRITEAS(type, obj)` macro which serializes `obj` as if it were converted to `const type&` when `const`, and to `type&` when non-`const`. No actual cast is involved, so this only works when this conversion can be done automatically.
This makes it usable in serialization code that uses a single implementation for both serialization and deserializing, which doesn't know the constness of the object involved.
This is a redo of #12712, using a slightly different interface.
