Pull request description:
The [`getblockstats` RPC](https://github.com/bitcoin/bitcoin/pull/10757) currently overestimates UTXO overhead by treating the `fCoinBase` bitfield as an additional `bool` in `PER_UTXO_OVERHEAD`.
However, `fCoinBase` and `nHeight` are stored as bitfields and effectively packed into a single 32-bit value; counting an extra bool in the overhead calculation is unnecessary.
This PR introduces the following changes across three commits:
* Store `fCoinBase` as a `bool` bitfield to reduce implicit conversions at call sites.
* Use a consistent height/coinbase packing style across `Coin` serialization, undo serialization, and coinstats hashing (casting `nHeight` to `uint32_t` before shifting to avoid signed-promotion UB).
* Adjust UTXO overhead estimation to match the actual `Coin` layout and update the related tests accordingly.

`Coin` packs height and the coinbase flag into a single 32-bit value, so `utxo_size_inc(_actual)` should not count an additional boolean.
Update the calculation and adjust the `rpc_getblockstats` test expectations.
Historically, the headers have been bumped some time after a file has
been touched. Do it now to avoid having to touch them again in the
future for that reason.

The encoding arg is confusing, because it is not applied consistently
for all IO.
Also, it is useless, as the majority of files are ASCII encoded, which
are fine to encode and decode with any mode.
Moreover, UTF-8 is already required for most scripts to work properly,
so setting the encoding twice is redundant.
So remove the encoding from most IO. It would be fine to remove from all
IO, however I kept it for two files:
* contrib/asmap/asmap-tool.py: This specifically looks for utf-8
encoding errors, so it makes sense to sepecify the utf-8 encoding
explicitly.
* test/functional/test_framework/test_node.py: Reading the debug log in
text mode specifically counts the utf-8 characters (not bytes), so it
makes sense to specify the utf-8 encoding explicitly.
importprivkey was a legacy wallet only RPC which had a helper for
descriptor wallets in tests. Add wallet_importprivkey helper and use it
wherever importprivkey is used (other than backward compatibility tests)
The getblockstats RPC functional test is using previously generated test data that is part of the repository. That test data can be regenerated by running the test file with `--gen-test-data` which invokes the `generate_test_data()` function. That function still relied on the old wallet behavior of having a default wallet to work. Because of this the function was broken and this change fixes this. The fact that this was broken did was not noticed previously because the function is not used by the automated test suite by default.
- Fix getblockstats for block height 0 which previously returned an error.
- Introduce alternative utxo_*_actual statistics which exclude unspendables: Genesis block, BIP30, unspendable outputs
- Update test data
- Explicitly test Genesis block results
The previous diff touched most files in ./test/, so bump the headers to
avoid having to touch them again for a bump later.

Using undo data for a block (rev?????.dat) we can retrieve value information about prevouts and calculate the final transaction fee (rate). This approach is about 80x faster, drops the requirement for -txindex, and works for all non-pruned blocks.
4b7091a842 Replace median fee rate with feerate percentiles (Marcin Jachymiak)

Currently, the `medianfeerate` statistic is calculated from the feerate of the middle transaction of a list of transactions sorted by feerate.
This PR instead uses the value of the 50th percentile weight unit in the block, and also calculates the feerate at the 10th, 25th, 75th, and 90th percentiles. This more accurately corresponds with what is generally meant by median feerate.
