Subscribers to the BlockChecked validation interface event may need
access to the block outside of the callback scope. Currently, this
is only possible by copying the block, which makes exposing this
validation interface event publicly either cumbersome or with significant
copy overhead.
By using shared_ptr, we make the shared ownership explicit and allow
users to safely use the block outside of the callback scope.
This is an extraction of ArgsManager related functions from util/system
into their own common file.
Config file related functions are moved to common/config.cpp.
The background of this commit is an ongoing effort to decouple the
libbitcoinkernel library from the ArgsManager. The ArgsManager belongs
into the common library, since the kernel library should not depend on
it. See doc/design/libraries.md for more information on this rationale.
Fix the following error in travis:

This commit is (intentionally) adding a broken test. The test is broken
because it registering a subscriber object that can go out of scope
while events are still being sent.
To run the broken test and reproduce the bug:
- Remove comment /** and */
- ./configure --with-sanitizers=address
- export ASAN_OPTIONS=detect_leaks=0
- make
- while ./src/test/test_bitcoin -t validationinterface_tests/unregister_validation_interface_race --catch_system_errors=no ; do true; done
