SteadyClockContext and FakeNodeClock are both LimitOne RAII helpers that mock a
clock in tests -- the steady clock and the node clock, respectively. Rename the
former so the two follow a consistent FakeXClock naming scheme.

The previous name did not indicate the type was intended for
testing. Renaming to FakeNodeClock makes this explicit and

A default constructed time_point is the epoch, by definition.
Existing code uses a default constructed (or explicitly constructed with
a zero duration) chrono type to mean epoch. New code can now use
NodeClock::epoch as an alias.

### Problem
`bitcoin-cli uptime` was derived from wall-clock time, so it could jump by large amounts when the system clock is corrected after `bitcoind` starts (e.g. on RTC-less systems syncing NTP).
This breaks the expectation that uptime reflects process runtime.
### Fix
Compute uptime from a [monotonic clock](https://en.cppreference.com/w/cpp/chrono/steady_clock.html) so it is immune to wall-clock jumps, and use that monotonic uptime for the RPC.
GUI startup time is derived from wall clock time minus monotonic uptime so it remains sensible after clock corrections.

Revert the fix commit and run the `rpc_uptime` functional test (it should fail with `AssertionError: uptime should not jump with wall clock`):

This refactor clarifies that the MockableSteadyClock::mock_time_point
has millisecond precision by defining a type an using it.
Moreover, a ElapseSteady helper is added which can be re-used easily.
This commit makes compat.h no longer a required include for users of the
libbitcoinkernel. Including compat.h imports a bunch of
platform-specific definitions.
This commit is part of the libbitcoinkernel project, namely its stage 1
step 3: Decouple most non-consensus headers from libbitcoinkernel.

std::chrono::system_clock.time_since_epoch and time_t(0) are not guaranteed
to use the Unix epoch timestamp, but in practice they almost certainly will.
Any differing behavior will be assumed to be an error, unless certain
platforms prove to consistently deviate, at which point we'll cope with it
by adding offsets.
Do a quick runtime check to verify that
time_t(0) == std::chrono::system_clock's epoch time == unix epoch.

Introduce a class to manage the lifetime of a socket - when the object
that contains the socket goes out of scope, the underlying socket will
be closed.
In addition, the new `Sock` class has a `Send()`, `Recv()` and `Wait()`
methods that can be overridden by unit tests to mock the socket
operations.
The `Wait()` method also hides the
`#ifdef USE_POLL poll() #else select() #endif` technique from higher
level code.
Move `MillisToTimeval()` from `netbase.{h,cpp}` to
`src/util/system.{h,cpp}`.
This is necessary in order to use `MillisToTimeval()` from a newly
introduced `src/util/sock.{h,cpp}` which cannot depend on netbase
because netbase will depend on it.
