24bcad3d4d refactor: remove dead code in `CountWitnessSigOps` (Lőrinc)

Pull request description:

  Found while reviewing #32840

  The `nullptr` witness path was dead in normal code paths: replacing it with reference enables us deleting unreachable logic.
