This PR adds GUI support for external signers, based on the since merged bitcoin/bitcoin#16546 (RPC). The UX isn't amazing - especially the blocking calls - but it works. It also grabs the name. It then creates a fresh wallet and imports the keys. The interfaces above define boundaries between major components of bitcoin code (node, wallet, and gui), making it possible for them to run in different processes, and be tested, developed, and understood independently. These interfaces are not currently designed to be stable or to be used externally.
