As preparation, the first four commits move the already existing helpers for (de)serialization of PSBTs and PSBTMaps from the signet miner to the test framework (in a new module `psbt.py`), which should be quite useful for further tests to easily create PSBTs. Tool to verify that every merge commit was signed by a developer using the github-merge.py
script.
Linearize
Construct a linear, no-fork, best version of the blockchain.
Qos
A Linux bash script that will set up traffic control (tc) to limit the outgoing bandwidth for connections to the Bitcoin network. This means one can have an always-on bitcoind instance running, and another local bitcoind/bitcoin-qt instance which connects to this node and receives blocks from it.
Seeds
Utility to generate the pnSeed[] array that is compiled into the client.
