a0b3852855 chore: refine LICENSE restriction from multi-tenant to hosted/embedded service
Change the commercial restriction from "operating a multi-tenant
environment" to "providing a hosted service or embedding Multica in a
commercial product for third parties". Internal use with multiple
workspaces within a single organization is explicitly allowed.
