Pull request description:

  For Stratum v2 custom job declaration to be bandwidth efficient, the pool can request[^0] only the transactions that it doesn't know about.

  The spec doesn't specify how this is achieved, but one method is to call the `getrawtransaction` RPC on each transaction id listed in [DeclareMiningJob](https://stratumprotocol.org/specification/06-Job-Declaration-Protocol?query=DeclareMiningJob#644-declareminingjob-client-server) (or a subset if the pool software maintains a cache). Using RPC is inefficient, made worse by the need to make multiple calls. It also doesn't support queuing by witness id (yet, see #34013).

  This PR introduces two new IPC methods:

  - `getTransactionsById()`: takes a list of `Txid`'s
  - `getTransactionsByWitnessID()`: : takes a list of `Wtxid`'s

  Both return a list of serialised transactions. An empty element is returned for transactions that were not found.

  Unlike the RPC counterpart, the IPC methods do not take advantage of `-txindex`. This could be done in a followup. For `Wtxid` that would involve adding a `-witnesstxindex`.

  I thought about having a single (or overloaded) `getTransactions()` that works with both `Txid` and `Wtxid`, but I prefer that clients are intentional about which one they want.

  A unit and functional test cover the new functionality.

  Sv2 probably only needs `getTransactionsByWitnessID()`, but it's easy enough to just add both.

  [^0]: there's two reasons the pool requests these transactions: to approve the template and to broadcast the block if a solution is found (the miner will also broadcast via their template provider). See also https://github.com/stratum-mining/sv2-spec/issues/170

Pull request description:

  Processing unsolicited `CMPCTBLOCK`'s from a peer that has not been marked high bandwidth is not well-specified behavior in BIP-0152, in fact the BIP seems to imply that it is not permitted:

  > "[...] method is not useful for compact blocks because `cmpctblock` blocks can be sent unsolicitedly in high-bandwidth mode"

  This PR disables processing of CMPCTBLOCK messages in three cases:
  $1$. When the block is unsolicited and from a non-HB peer.
  $2$. When this node is running in `-blocksonly` mode.
  $3$. When the peer has not advertised `CMPCTBLOCK` support with a `SENDCMPCT` message.

  Not processing unsolicited blocks slightly raises the cost of discovering a peer's mempool via `CMPCTBLOCK` as described in #28272. As pointed out there, getting an HB slot is relatively easy, so this does not prevent an attacker from doing this, it just slightly raises the bar.

  Probably more important is not processing `CMPCTBLOCK` messages as a `-blocksonly` node. A blocksonly node has a lot less surface area for leaking its mempool since it does no transaction relay, and leaking a blocksonly node's mempool is pretty dangerous since it is very likely to be the origin for all of the transactions in its mempool.

9c5dd2926a p2p: Ignore CMPCTBLOCK from peer that hasn't sent SENDCMPCT
This commit also changes the default sendcmpct version in the functional
test to `2`, since this is the version that nodes expect, prior to this
commit, nowhere in the functional test framework was the default version
value used:

`version=2` is a sensible default, since this is the version nodes
currently expect in the SENDCMPCT handshake.

6a129983c9 BIP434: FEATURE message support
BIP434 defines FEATURE messages which are sent between VERSION and VERACK
to indicate support for new P2P protocol features. This commit provides
the infrastructure for easily using BIP434 negotiation when implementing
such new P2P protocol features. Note that advertised protocol version
is bumped to 70017, as per BIP434's specification.

4637cd157d mining: reject invalid block create options
Check BlockCreateOptions before block template creation instead of
clamping runtime values. This makes invalid runtime block creation
options, including those passed by IPC mining clients, fail explicitly
instead of silently mining with different values than the caller
requested.

Runtime option validation now uses the same error wording as startup
option validation. Startup validation also rejects -blockmaxweight
values lower than -blockreservedweight instead of allowing them to be
clamped later.

3fd68a95e6 scripted-diff: replace remaining Python test equality asserts
Some Python functional tests still use plain `assert x == y`.
The earlier commits convert the ambiguous assert patterns by hand, so this commit can rewrite the remaining safe cases mechanically.
The verify script excludes `wallet_bumpfee.py`, `test_framework/netutil.py`, and `test_framework/authproxy.py`, which still contain assert forms that the plain line-based substitution would misidentify.

Pull request description:

  [Reopening #28676 here as a new PR, because GitHub is slow to load the page making it hard to scroll through and see comments.  Also, that PR was originally opened with a prototype implementation which has changed significantly with the introduction of `TxGraph`.]

  This is an implementation of the [cluster mempool proposal](https://delvingbitcoin.org/t/an-overview-of-the-cluster-mempool-proposal/393).

  This branch implements the following observable behavior changes:

   - Maintains a partitioning of the mempool into connected clusters (via the `txgraph` class), which are limited in vsize to 101 kvB by default, and limited in count to 64 by default.
   - Each cluster is sorted ("linearized") to try to optimize for selecting highest-feerate-subsets of a cluster first
   - Transaction selection for mining is updated to use the cluster linearizations, selecting highest feerate "chunks" first for inclusion in a block template.
   - Mempool eviction is updated to use the cluster linearizations, selecting lowest feerate "chunks" first for removal.
   - The RBF rules are updated to: (a) drop the requirement that no new inputs are introduced; (b) change the feerate requirement to instead check that the feerate diagram of the mempool will strictly improve; (c) replace the direct conflicts limit with a directly-conflicting-clusters limit.
   - The CPFP carveout rule is eliminated (it doesn't make sense in a cluster-limited mempool)
   - The ancestor and descendant limits are no longer enforced.
   - New cluster count/cluster vsize limits are now enforced instead.
   - Transaction relay now uses chunk feerate comparisons to determine the order that newly received transactions are announced to peers.

  Additionally, the cached ancestor and descendant data are dropped from the mempool, along with the multi_index indices that were maintained to sort the mempool by ancestor and descendant feerates. For compatibility (eg with wallet behavior or RPCs exposing this), this information is now calculated dynamically instead.

`sha256` symbol is also used for other instances (e.g. as function

Since the previous commit, CBlockHeader/CBlock object calls to the
methods `.rehash()` and `.calc_sha256()` are effectively no-ops
if the returned value is not used, so we can just remove them.

Rather than block hashes (represented by the fields `.sha256` and
`.hash`) being stateful, simply compute them on-the-fly. This ensures
that the correct values are always returned and takes the burden of
rehashing from test writers, making the code shorter overall.  In a
first step, the fields are kept at the same name with @property
functions as drop-in replacements, for a minimal diff. In later commits,
the names are changed to be more descriptive and indicating the return
type of the block hash.

Note that we can't call `.serialize()` directly in
the `.calc_sha256()` method, as this could wrongly lead
to the serialization of the derived class (CBlock) if
called from an instance there.

Pull request description:

  Today, it is possible to fetch a block's spent prevouts in order to build an external index by using the `/rest/block/BLOCKHASH.json` endpoint. However, its performance is low due to JSON serialization overhead.

  We can significantly optimize it by adding a new [REST API](https://github.com/bitcoin/bitcoin/blob/master/doc/REST-interface.md) endpoint, using a binary response format (returning a collection of spent txout lists, one per each block transaction):

Today, it is possible to fetch a block's spent prevouts in order to
build an external index by using the `/rest/block/HASH.json` endpoint.
However, its performance is low due to JSON serialization overhead.

We can significantly optimize it by adding a new REST endpoint, using
a binary response format:

9f36962b07 policy: uncap datacarrier by default
Datacarrier output script sizes and output counts are now
uncapped by default.

To avoid introducing another startup argument, we modify the
OP_RETURN accounting to "budget" the spk sizes.

If a user has set a custom default, this results in that
budget being spent over the sum of all OP_RETURN outputs'
scripts in the transaction, no longer capping the number
of OP_RETURN outputs themselves. This should allow a
superset of current behavior while respecting the passed
argument in terms of total arbitrary data storage.

fa86190e6e rpc: Allow fullrbf fee bump
Also, fix the incorrect documention of the 'replaceable' RPC argument
with respect to sequence number handling. The docs were incorrect
before, so the fix could be extracted, but it seems fine to include here
as well.

ec5e294e4b test: fix constructor of msg_tx
In python, if the default value is a mutable object (here: a class)
its shared over all instances, so that one instance being changed
would affect others to be changed as well.
This was likely the source of various intermittent bugs in the
functional tests.

429ec1aaaa refactor: Rename CTransaction::nVersion to version
In order to ensure that the change of nVersion to a uint32_t in the
previous commit has no effect, rename nVersion to version in this commit
so that reviewers can easily spot if a spot was missed or if there is a
check somewhere whose semantics have changed.

Pull request description:

  `struct` has many issues in messages.py:

  * For unpacking, it requires to specify the length a second time, even when it is already clear from the `f.read(num_bytes)` context.
  * For unpacking, it is designed to support a long format string and returning a tuple of many values. However, except for 3 instances in `messages.py`, usually only a single value is unpacked and all those cases require an `[0]` access.
  * For packing and unpacking of a single value, the format string consists of characters that may be confusing and may need to be looked up in the documentation, as opposed to using easy to understand self-documenting code.

  I presume the above issues lead to accidentally treat `msg_version.relay` as a "signed bool", which is fine, but confusing.

  Fix all issues by using the built-in `int` helpers `to_bytes` and `from_bytes` via a scripted diff.

  Review notes:

  * `struct.unpack` throws an error if the number of bytes passed is incorrect. `int.from_bytes` doesn't know about "missing" bytes and treats an empty byte array as `int(0)`. "Extraneous" bytes should never happen, because all `read` calls are limited in this file. If it is important to keep this error behavior, a helper `int_from_stream(stream, num_bytes, bytes, byteorder, *, **kwargs)` can be added, which checks the number of bytes read from the stream.
  * For `struct.pack` and `int.to_bytes` the error behavior is the same, although the error messages are not identical.

fa3886b7c6 test: Treat msg_version.relay as unsigned
The C++ code treats bool as uint8_t, so the python tests should as well.

This also allows to simplify the code, because converting an empty byte
array to int gives int(0).
