Instead of creating a DescriptorSPKM that doesn't have a descriptor, only to then generate the descriptor, combine SetupDescriptorGeneration into the GenerateNewSingleSig factory function, and within that function, generate the descriptor first before constructing the new DescriptorSPKM.
