Claude f6e68b5592 fix(nip34): Add relay fallback chain for status event fetching

Status events now use a fallback chain for relay selection:
1. Repository configured relays (from "relays" tag)
2. Repo author's outbox relays (from kind:10002)
3. AGGREGATOR_RELAYS as final fallback

This ensures status events can be fetched even when repository
doesn't have relays configured.

Grimoire

A Nostr protocol explorer and developer tool with a tiling window manager interface.
