doc: mention -DWITH_ZMQ=ON in BSD build guides

The FreeBSD, NetBSD, and OpenBSD build guides state that ZMQ support is compiled in when the package is installed. Since WITH_ZMQ defaults to OFF, update the wording to mention the required CMake option.
